On Tuesday, President Trump signed into law H.R. 2810, the National Defense Authorization Act for Fiscal Year 2018 (NDAA)—yada, yada, yada… The military currently has about 100,000 1911s just sitting in storage and costing the taxpayers money to store them. H.R. 2810 requires military surplus M1911/M1911A1 pistols (1911s) to be made available for sale to the American public! 
H.R. 2810, on the hand, solves that problem by making the transfer mandatory.
H.R. 2810 starts with a pilot program that will transfer between 8,000 and 10,000 1911s to the CMP for sale to the public. The Secretary of Defense, currently Gen. Jim Mattis, will then report the outcome of the program to Congress. The Secretary of Defense is then authorized to continue transferring up to 10,000 1911s per year for sale to the public through the CMP.
The Process
All pistol sales will occur through a federally licensed firearms dealer (FFL) in the purchaser’s state of residence, who will have to obey all state and local laws of the point of sale. Sales records allowing for the tracing of the firearms—should they later be found at a crime scene—will be kept both by the CMP and by the transferring FFL.
Furthermore, the buyer must receive the pistol from the FFL in a face-to-face transaction at the FFL’s business premises. Pistols will not be provided directly to the buyers by the CMP. This is different than the way M1s were distributed, but conforms to current firearm conventions. However, the process will go beyond current regulation due to certain enhancements.
The CMP has further indicated two background checks will be conducted in connection with each sale. The first will be conducted through the CMP prior to shipping the pistol to the specified FFL. The second will be conducted through FFL before releasing the pistol to the customer at the FFL’s place of business. Another variance from the process we are used is demonstrated by the fact that while federal law allows an FFL to transfer a firearm three days after a “delay” response by the National Instant Criminal Background Check System (NICS), the CMP will only transfer the firearm to the FFL if NICS provides a “proceed” response to the first background check.

Additional Requirements
Those wishing to acquire one of the surplus 1911s must be U.S. citizens, eligible to receive firearms under federal law and the laws of their places of residence, members of a CMP-affiliated club, and able to provide proof of participation in a marksmanship activity. Only one 1911 will be available to each customer per calendar year.
Once 10,000 orders are received, the CMP will assign a random number to each customer. These customers will be contacted in sequence with the grading and pricing options that are then available. No timeline for release or pricing information is currently available.
This is another major victory for gun owners under the Trump administration. The NRA released a statement stating its thanks and appreciation to thank Sen. Luther Strange (R-AL) and Rep. Mike Rogers (R-AL) for their leadership in this historic effort.

There was an article her on shooters log about 3 weeks ago, I think they’re available now, but you have to join the CMP and from what I’ve gathered they want you to shoot or at a range! I’m still trying to get more info. but hadn’t really had time and kinda got turned off on the prices that they want for these guns, they start at $600.00 up!!!

I would like to truly like to thank Rep. Mike Rogers for working hard for the CMP project, and here in my home state of AL. just down the road about 20 miles is the old FT. McCellan that is selling these little jewels! But they do come at a very large price, at 800 HUNDRED and up! But this is when they were first getting set up for sale, and hoping the price may come down a bit! I need to go back and check it out again and see if any changes have been made!!

I find the additional background check frivolous, and will no doubt the up the weapons I transit.I am not a member of a club, but have my DD214. I was one of the last soldiers to qualify on a 1911. One thing that has me confused with this CMP release that also differs is the need to not only provide proof that you are in a CMP affiliated club but also the need to prove that you have participated in a “marksmanship activity.” How is this defined? Do they need to be CMP approved shoots/classes or is a picture of me aiming at a target (joking) enough? With a lottery like this I am already getting the paperwork ready.

Yeah, Great Guns, BUT AT $1000 PLUS THEY ARE MAKING A SHAM OUT OF THIS SALE. FOR ANOTHER FEW HUNDRED ONE CAN BUY a BRAND NEW KIMBER! Sorry to have to say that but many are agreeing this is way to much, I have a C&R that cost me a small bundle to attain and they wont even honor my License to send to my home. The stringent requirements are beyond reason and many members are saying the same thing. If any thing I will wait until a FFL buys them and purchase one at my price after negotiating the sale! GOOD LOCK TO CMP with their new guidelines!

In California, Colt 1911’s are no longer legal for civilian purchase. Under H.R. 2810 does anyone know if these would be exempt.
I think they should go one step further and first offer the guns to the soldier’s (or soldier’s family) which they were issued to.

The 1911 was the first pistol I qualified with in the US Army. Thanks to a SFC Junior “Bugs” Wilson for training me in Pistolcraft with this piece. I qualified Expert, no small feat with a 1911. I carried one every day in Vietnam as an Air Cavalry door gunner. It saved my hide one day.

In fact, it is incorrect for a large number of our citizens even if “rather easily available” for you. My own gun club has an annual membership fee of $200/year, and is difficult to access for those disabled!

Depends on the price tag the CMP is going to slap on these. The 1911s were heavily used and abused, there was a reason they were replaced with the M9s. If the price tag exceeds $250 I’d rather buy a new made pistol without the wear and tear inflicted by hundreds of previous operators. Recently CMP has had a tendency to treat their surplus as “antiques” as far as pricing is concerned instead of looking at fair market value.
Does the law itself actually require each buyer to be a member of a CMP-affiliated gun club and have participated in a marksmanship event?
This severely restricts other taxpayers from acquiring such a handgun for personal protection that all taxpayers paid for. If there is concern about trained recipients, then evidence of such training could also be furnished with records of concealed handgun or military, LEO, or similar training. A great number of citizen taxpayers do not live in an area where such CMP-affiliated clubs are readily available or affordable.

Not only are these pistols a great starter pistol for someone wanting to get into the shooting sport, these pistols offer numerous options to modify, etc. A pistol is not just something that throws lead and copper down range! These pistols can be upgraded/modified to reflect the personality of the man/woman holding it! Please let me know how to obtain one soon!

I am 83 years old, 7 years military service, fully qualified with M-1 Grand, M-14 – AR’s and 45’s. I don’t know if I could get the performance I get with my 45 Colt Defender I used to get my conceal carry, but the old saying is closeness only counts in horseshoes and hand grenades. I guess since these should be curios and relics, so should I be. Got to use one in early 70’s (Viet Nam) and really thought the stopping power up close was way more important than great accuracy at much distance. Bought a Colt Commander Model 45 that was the closest thing I could find and actually a tighter, more accurate version. Love it but would still like to have one of the older 1911s.

While I certainly understand these are a piece of history and would like to have one myself either the way the law was written or the CMP rules are just way to cumbersome and ridiculous. After all, these will probably be pistols made from parts but certainly functional and reliable.
You’d be better off picking one up at a gun show or on-line, still transfer through an FFL but bypassing all of CMP’s bullcrap. Just my opinion.

I carried, and qualified with these pistols as a Marine M.P back in 1979 They were worn out pieces of junk then, and will be even worse now. For the ridiculous price CMP charges for these, you can buy a Kimber, or 2 of several other decently made .45 cal. 1911s. I refuse to pay for such ridiculous sentimentality. The are worth maybe a hundred bucks, not the 7 hundred or more CMP will charge.

(1) How do you become a member of a CMP-affiliated club?
(2) What kind of marksmanship activitiy do I need to participate in? My high school in Mississippi had us all take a state-mandatory hunters’ education course that included gun safety and training at a range, but that was way back in the 80s when I was a kid, and I don’t have any old documentation/certificate for that program due to passage of time.
I recently passed a security clearance to become a Court Reporter for the Social Security Administration, so I would think I ought to have no issues being approved. I’d love to have a vintage Colt .45!

For an interesting display piece, you can get a busted old one cheap. For something that’s functional, I’d trust a midrange after market 1911 over any 100 year old gun made as quickly and cheaply as possible during war time… personal oppinion!

Nice that the government is coming to it’s senses, but no way am I paying good money for the dubious privilege of undergoing an additional background check, to buy a pistol site unseen, especially after having been in the military and seen first hand the condition of its weapons. The prices would have to be pretty low to get my attention. Not to mention the CMP requirements, sheesh.

im a retired gunsmith,teach hunter safety,used to be a range officer at cmp matches and an army veteran but i dont qualify to buy one of these pistols unless i join a club and shoot in a match that the results dont matter?
i called to help sort and do safety checks on these guns at one of the 2 facilities doing the work as they were looking for volunteers. i was told i would have to pay my own hotel and travel expences as well as meals and the work i would be doing was sweeping floors taking out trash ect. i would not under any condition to handle or work on the guns.
my 30+ years as a gunsmith were of no value.

Had all the Info for CMP…I was an “Appleseed participant” & CC. After providing a ton of info still nothing..CMP is playing GOD with taxpayers bought & paid for firearms…I finally got fed up trying to jump through all their hoops, & told CMP to shove them.

I’ll be interested in seeing more come out about these, but so far, what I have seen is (1) you’ll need to be a member of a CMP group to buy one and (2) CMP plans to overprice them so they are only sold to collectors.
Now, if they are collector pieces of good quality with matching serial #s, they may be worth the price, but when you start getting into significant wear, replaced parts, etc. the value will go down significantly.
I’m certain there will be a market for these… who knows, if the deal is right, I may be part of that group – but I’ll be watching for more details as they are released.

Grandfather told me this was his service pistol in WW2, he was a fighter pilot in the pacific and crashed from no gas near the carrier at the turning point battle in the pacific against the Japanese. His pistol was lost due to being cut from him as his tail gunner helped save him as his leg was severely impaled by a piece of metal from the plane. Took him 5 years to walk again and still had trouble. I would love one of these please notify me.

Can you give examples of what being a “member of a CMP-affiliated club, and able to provide proof of participation in a marksmanship activity” that was mentioned as a requirement to purchase one of the 1911’s.
Marine Officers and SNCO’s carried the 1911. She was heavy and rattled. Her magazine didn’t carry a lot but I loved her. She’s a simple, classic , will work no matter what firearm.
First pistol I qualified on. I would love to have one for each member of my family. They all like my civilian version, so six original versions would be greatly appreciated!

Brand NEW 1911’s can be bought for less than USD$325.00, and with less than 3 MOA at 50 feet. It astounds me that someone would want to spend the estimated thousand dollars for these CMP releases, especially not knowing the accuracy ( maybe 30 MOA at 50 feet ). In my opinion, the cost, EXTRA red tape and wait is NOT WORTH what you get if you want a shooter. As to a collecter item, CMP will not certify that you get an original weapon with matching parts .
While this is a nice thought, the politisism involved just isnt woth it.

Has anyone else noticed that the majority of these comments seemed like they were just cut and pasted or done by bots? Most of them say “please let me know when I can have one!” “I would love to have one!” “Notify me when they are available!”. Anyone with half a brain knows that these guns are not going to be worth what they are going to price them at. Most of these guns have been in service for over 50 years by the time they were decommissioned. They are not going to have the original parts to them, they will have been rebuilt with other guns parts several times and mixed up. And I’m sure most of them will have hardly any finish left to them at all. Not to mention all the hoops you will have to jump through in order to be able to buy one. This sure seemed promising a couple years ago when they announced they were going to sell them, but now it just seems to be one great big bureaucratic joke.

Ettore, unfortunately for all of us, the CMP is not the place to purchase firearms as they make sure to maximize profit for the Congressional supporters of this program. Although a good program, whenever government is directly involved, the policy always comes back to making it look like it is self supporting and then they hide all the funds so it becomes personally profitable. My first 1911, stamped US Gov. was manufactured by Colt in 1911. With careful sighting accurate to 100 yards. Was stolen 45 years ago and I sure would love to replace it and still have some of it’s “Clips”.

As an ex Army MP, the .45 was my daily carry and I still shoot hundreds of .45 ACP a month. While I would like to have another one, I think it is ABSURD that we would be required to pay to join their club and prove that we have parcipited in their marksman activities!

I would love to add one of these pistol to my collection. The concern I have with this program is the requirements the CMP is making to buy one. Not everybody has access to be able to join the club, shoot at their competitions and meet all of the requirements. Even if you are qualified to buy a gun. This program says the sale of the guns is to the American public. So why is it only open to CMP members when not everybody in the general public has the time or the ability be a qualified member of CMP. THIS SEEMS ONLY A SELECT FEW PEOPLE WILL HAVE ACCESS TO THE BEST PISTOLS.
What you’re saying is very true, I work 40+ hours a week and on top of that I’m a volunteer firefighter. So I don’t have the time or money for the activities
Actually most can meet the ‘affiliated club’ and participation requirements rather easily no matter where you are as several affiliated clubs can be joined online.
One amazing thing about this entire discussion is that so many of the people commenting here have clearly never visited the CMP website to learn about the requirements. Apparently they are waiting for Cheaper Than Dirt to deliver the information to their in box.

The vast majority of those M1911A1s would legally qualify as C&R (how many do you suppose were manufactured after 1967) but CMP has officially announced that they will not process any of them as C&R. All must be shipped to a storefront FFL to run the second NICS check.

Who cares if you get a rashed out 1911 boat anchor from this?!? Just like the Garands, there will be different grades sold. In ANY case, it’s a piece of American history, that should be looked at as an honor to own.

That’s total nonsense Rudolph! Every buyer is positively identified – CMP could use exactly the same procedures for the M1911s that they use for M1 rifles if the purpose was just to enforce the one-gun-per-person-per-year limit.
Why would buyers who are already on file at CMP need to provide all the same paperwork a second time?
Maybe I missed something in HR2810, but I didn’t see anything changing CMP’s special status authorizing them to ship direct to buyers and I also didn’t see anything preventing them from selling M1911A1s at their physical store. Again, this has nothing to do with enforcing the one-gun-per-person-per-year limit, they have been able to do that all along with the procedures they already had in place.
And, most of the M1911A1s would legally qualify as C&R, so why did CMP decide they will refuse to acknowledge the C&R status of these guns and insist on shipping only to a storefront FFL to have them run a SECOND background check. Are they really worried that a buyer’s NICS status is going to change in the week or so between CMP running a NICS check and some FFL running the check a second time?
Tom, I guess the simple solution would then be to just not buy one! The regulations that have been outlined seem reasonable. If you don’t like it, just go into your local gun shop and buy a non surplus 1911 and move on.

Depends on how much premium they try for on the pricing. A good used 45 from police duty is $350 these days, and there’s no rigamarole to buy one (meaning it’s just the standard background check + having a FOID here in Illinois). That would be my starting point to evaluate. These are historic guns, but getting close to the category of a Desert Eagle when compared to all the tech and development in modern semi-autos. The M9 as standard sidearm goes back at least to the mid-80s, so they’ve been storing these 1911s for a LONG time.
The price range being talked about is in the $800-1000 range which would be totally absurd — but that hasn’t come publicly from any official source so hopefully it is wrong.
CMP has officially stated that they plan on requiring two NICS checks on every sale, one they will run when you submit paperwork to buy one, then a second NICS check at the FFL where they will ship your gun. These would be the first guns sold by CMP that they don’t ship directly to the buyer (as well as the first that cannot be bought in person at CMP’s own store).

I would very much like to acquire a 1911 since I had one issued to me when I was in the Army 1963-1969. However, being on the west coast, there is not a CMP so obtaining used Military equipment is difficult. I do have a local FFL to use, but would need more details to give them when purchasing from CMP.
